How scoring works
Every parcel gets an additive score. The more signals stack up, the higher it ranks:
- Foreclosure filed in the last 12 months scores highest; older unresolved filings also count.
- Treasury sale list and condemned status add heavy weight.
- Tax liens and delinquency add more as the amount owed and years behind grow.
- Code violations, court cases, recent inspections, and poor condition each add points.
- Owner signals: absentee, out-of-state, or estate-owned.
Government and tax-exempt owners, and bulk mailing addresses shared by many parcels, are filtered out.
